Tenders and Procurement

At the Shire of Serpentine Jarrahdale, we believe that responsible procurement practises are critical.

All officers and employees of the Shire of Serpentine Jarrahdale shall observe the highest standards of ethics and integrity in undertaking purchasing activity and act in an honest and professional manner that supports the standing of the Shire.

The following principles, standards and behaviours must be observed and enforced through all stages of the purchasing process to ensure the fair and equitable treatment of all parties:

  • full accountability shall be taken for all purchasing decisions to ensure the efficient, effective and proper expenditure of public monies based on achieving value for money;
  • all purchasing practices shall comply with relevant legislation, regulations, and requirements and be consistent with the Shire’s policies and Code of Conduct;
  • purchasing is to be undertaken on a competitive basis in which all potential suppliers are treated impartially, honestly and consistently;
  • all processes, evaluations and decisions shall be transparent, free from bias and fully documented in accordance with applicable policies and audit requirements;
  • any actual or perceived conflicts of interest are to be identified, disclosed and appropriately managed; and
  • any information provided to the Shire by a supplier shall be treated as commercial in confidence and shall not be released unless authorised by the supplier or relevant legislation.

Tenders

From time to time, the Shire will advertise Tenders and Expressions of Interest for suitably qualified suppliers to provide goods and services.

When these opportunities arise, the Shire uses TenderLink, an electronic tendering portal, which offers a streamlined application process and automatic email updates and notifications. This service is free to use once you have registered, making it easy for businesses and suppliers to access our procurement opportunities

Note : Registration on the Shire of Serpentine Jarrahdale e-tendering portal is provided free of charge. This portal is hosted by TenderLink.com on our behalf. To register, you must first agree to the TenderLink.com terms of service.

The Shire of Serpentine Jarrahdale will invite organisations to bid for the supply goods and/or services contained within this system. As a registered supplier, you can receive email notifications of any new tenders we publish, download, and view the documentation electronically, and participate in forums to seek clarification or to ask questions.

Tips on how to submit a Tender

  1. Ensure you are registered with TenderLink

  1. Prepare your tender

After you have downloaded all of the tender documentation:

  • take the time to read through it carefully
  • ensure that you understand the requirements
  • complete the offer in all respects and attach all your attachments
  • make sure you have signed the offer form
  • ensure that you have responded to all of the selection criteria
  • lodge your tender before the deadline
  1. Address the selection criteria

The tender documentation will state the selection criteria that you are required to respond to. The tenderer who best demonstrates their ability to meet the criteria and their ability to carry out the service or provide goods may be awarded the contract.

  1. Lodge your tender

Tenders are to be lodged in accordance with the instructions on the tender document you are referring to.

Please note that Canvassing of Elected Members or Staff will disqualify respondents from further consideration.

Local Supplier Registration

The Shire of Serpentine Jarrahdale is inviting suppliers to express their interest in supplying goods and services.

Upon registering, suppliers will be added to a list that Shire Staff can use to contact them for quotations for specific goods and services.

Unlike publicly advertised Tenders, quotations are only extended by invitation.

To participate, suppliers can complete the Registration of Interest form provided below.

It is important to understand that registering with the Shire does not automatically guarantee that you will be selected as a supplier.
