Local Planning Strategy
The Shire of Serpentine Jarrahdale Local Planning Strategy was endorsed by the Western Australian Planning Commission on 18 March 2022.
What is a Local Planning Strategy?
The Local Planning Strategy sets out the long term planning direction for the Shire and covers a 10-year timeframe. It provides the rationale for the land use zones and other provisions of the Local Planning Scheme. The Local Planning Strategy provides an opportunity for an integrated approach to planning across all areas including consideration of social, environmental and economic aspects. The Strategy sets out the objectives, strategies and actions that cover key issues such as housing, employment, business activity, transport, community infrastructure, public open space and environmental and natural resources management.
Key issues addressed by the Local Planning Strategy
The Local Planning Strategy includes:
- A description of the key characteristics of the Shire, including its regional context and major planning issues
- An explanation of the strategic land use direction of the Shire
- Land use and development opportunities and constraints, which provide a context for local planning decisions
- The links between strategic planning in the municipality and the State, and the regional planning context
- Strategic policy statements about key issues such as housing, industry and business, open space and recreation, transport, infrastructure, environment, townsites and rural land
- Detailed policies and proposals for particular areas or specific issues contained in the strategy
- An outline of how the strategy will be implemented including reference to any planning mechanisms, planning scheme measures and proposals of the State and local government to facilitate development including capital works.
The Local Planning Strategy is comprised of two parts. Part 1 is the strategy component, which provides a summary of key issues, specifies objectives, strategies and actions and includes a Strategic Plan Map that identifies land uses and key infrastructure. Part 2 is the background information and analysis component that informs Part 1.
What is the context of a Local Planning Strategy?
Under the Planning and Development (Local Planning Schemes) Regulations 2015, local governments are required to prepare a Local Planning Strategy for each Local Planning Scheme approved within the district. The Local Planning Strategy sets out the framework of State and regional policies and interprets these for the local area. It provides the planning context for the land use zones, reservations and statutory provisions contained within the Local Planning Scheme.
While the Local Planning Strategy is set within the context of the Local Planning Scheme, it does not form part of the Scheme. The Shire will have due regard for the Local Planning Strategy in all planning decisions.
