Jarrahdale Entry Statement - Community Engagement Session

A community engagement session will be held at Bruno Giantti Hall at 6pm, on 16 January 2020. This session be an opportunity to address the issues that were raised in the most recent consultation and online survey. It will be an opportunity to learn the next steps of the project and make the final decisions for the new Jarrahdale Entry Statement.
Background
The Jarrahdale sign is located on Jarrahdale Road, near the corner of South Western Highway. The ‘Historic Town’ sign that was previously attached to the structure regularly fell off due to strong wind. It has not been reattached due to safety concerns. Additionally, the structure is located within a road reserve and is not made of frangible materials, meaning it does not comply with the AustRoads guidelines. An asset assessment conducted by the Shire in early 2018 deemed that the current sign was also at the end of its useful life and needed to be replaced.
In order to replace the sign, council allocated $18,000 for the project in its 2018-19 budget. The budget has been carried over to 2019-20.
The Shire released a request for proposal for artists to submit designs for a new Jarrahdale Entry Statement in May 2019. The commission fee for this project was $13,000 (ex GST). The remainder of the budget was allocated to artist shortlisting fees and indirect project costs such as advertising and contract royalties.
In June 2019, The Shire’s public art assessment panel agreed that the project would be put on hold due to the community feedback that was received and the desire to do further community consultation.
On 12 November, the Shire held a community engagement event at Bruno Gianatti Hall in Jarrahdale. Community members were given the opportunity to ask questions, and state what themes and styles they would like to see represented in a new entry statement.
The Shire also conducted a survey to allow those who were unable to attend on the evening to express their opinions on what they would like to see represented in the Jarrahdale Entry Statement. Key findings of the survey are attached here.

What is an entry statement?
An entry statement is a signage structure that is designed as a piece of artwork, to introduce a specific area or town to residents and visitors.
What happened to the old sign?
The Shire conducted an asset assessment in early 2018 and it was deemed that the Jarrahdale sign was at the end of its useful life and needs to be replaced.
The “historic town” sign that was formerly attached to the wooden structure fell down as a result of extreme weather conditions. It was not reinstalled as it was deemed unsafe.
There was already a process in place to have the sign replaced. Why is the process starting again?
The Shire’s Public Art Assessment Panel agreed that the project should be put on hold to consider greater community feedback and revisit the written scope for the project. This decision was made in June 2019.
Those who made submissions were advised that the project was put on hold on 27 June 2019.
What is the budget?
Council allocated $18,000 from the 2018-19 budget for the project. The budget has been carried over to 2019-20.
Why has it taken so long?
The entry statement was initially due to be completed in November 2019.

The process of developing the new entry statement will now include increased community engagement to ensure the community is kept up to date, and provide ways for residents to express their preferences about the entry statement.
How can residents provide input?
The Shire will conduct community consultation on Tuesday 12 November from 6 – 7.30 pm at Bruno Gianatti Hall on Munro Street, Jarrahdale.
The session will commence with an update on the project and then will become interactive. There will be opportunities to view various types of entry statements, vote on your favourite style and have your say. All materials will be supplied.

How will the final decision be made?
Submissions that are made for Jarrahdale Entry Statement will be assessed by the Shire’s public art assessment panel, consisting of community members, a councillor and staff.
The public art assessment panel will shortlist these entries.
There will be an online survey to allow the public to vote on the shortlisted entries.
When will it be finished?
The construction of the Jarrahdale entry statement is scheduled to be finished by June 2020.
