Traffic Management Plan Submissions
Traffic Management Plans must be prepared in accordance with AS 1742.3 – 2009 and the Main Roads WA Traffic Management for Works on Roads Code of Practice.
Plans must be submitted to the Shire before works commence to allow sufficient time for assessment, authorisation and any required notifications.
Assessment duration
The minimum assessment timeframe for a Traffic Management Plan is 10 business days (Monday to Friday, excluding public holidays) for low-complexity works where no notification to other stakeholders is required.
More complex works may require additional assessment time. Further guidance will be provided on a case-by-case basis during the initial review.
As a guide, the following minimum assessment timeframes apply:
- Low-complexity works: 10 business days, or 15 business days if notification is required.
- Complex works: 20 business days, excluding any additional notification period that may be required.
- Road closures: Contact the Shire for in-principle support before submitting your application. Further advice on assessment timeframes will be provided if in-principle support is given.
For road closures, please refer to the Closure of Thoroughfare Information Sheet and submit the Temporary Thoroughfare Closure Permit Application Form in advance.
The Conditions for Works in a Thoroughfare must also be followed, including minimum requirements for public notification before works and/or temporary road closures commence.
Submission requirements
All submissions must include the following documentation:
- A copy of the approval for the works from the relevant approving authority. For example, works involving utilities require approval from the relevant utility owner, while works involving a Shire asset within the road reserve require approval from the relevant Shire service area.
- A current Certificate of Currency for Public Liability Insurance of sufficient value to cover the risks associated with the works and implementation of traffic management.
- A Traffic Management Plan prepared by an appropriately accredited Traffic Management Plan designer in accordance with the Code of Practice. As a minimum, the plan must be reviewed by a secondary holder of Advanced Worksite Traffic Management Accreditation (AWTM), or a higher level of accreditation where required by the Code of Practice.
- A Temporary Road Closure Permit where a thoroughfare closure is proposed as part of the Traffic Management Plan or Traffic Guidance Scheme.
Out-of-hours works
For works outside the hours of 7am to 7pm, Monday to Saturday (excluding public holidays), separate approval for out-of-hours construction noise may be required from the Shire’s Health Services.

Unauthorised or substandard works
The Shire of Serpentine Jarrahdale regularly monitors the road network.
If unauthorised works or events are identified, the individual or organisation responsible may be instructed to immediately stop the work or event and remove all plant and equipment from the site.
Where there is a breach of duty of care, the Shire may report the incident to WorkSafe.
The Shire of Serpentine Jarrahdale will not be liable for costs associated with works or events that are terminated before completion.
Any substandard traffic management must be immediately rectified to the satisfaction of the Shire. The applicant is responsible for all costs associated with rectifying substandard traffic management.
If the issue is not rectified, the Shire may instruct the individual or organisation responsible to immediately stop the work or event and remove all plant and equipment from the site. Failure to comply with a direction to cease work may result in the matter being referred to WorkSafe.
