Tonkin Highway Extension and Thomas Road Upgrade | Proposed Temporary Road Closure

In accordance with Section 3.50 of the Local Government Act 1995, notice is hereby given that the Shire of Serpentine Jarrahdale is required to temporarily close Hopkinson Road, north of Charolais Court to Jersey Road and Jersey Road near the intersection of Hopkinson Road.

These changes are planned to take effect from mid-February to mid-April 2026 as part of the Tonkin Highway Extension and Thomas Road Upgrade (THETRU) Project and associated works.

Project Overview

As part of the THETRU Project, Tonkin Highway is being extended 14 kilometres from Thomas Road to South Western Highway as a four-lane dual carriageway. To enable Water Corporation relocation works to occur, Hopkinson Road, north of Charolais Court to Jersey Road and Jersey Road at the intersection of Hopkinson Road will be temporarily closed to vehicle traffic. Emergency access will be provided at the end of Jersey Road to Hopkinson Road during the works if required.

These changes are required from mid-February to mid-April- 2026, to support Water Corporation relocation works.

This stage 1 temporary closure is intended to: 

  • facilitate Water Corporation service works that require excavation within the project area;
  • provide a safe work zone for an open trench, allowing plant and crews to relocate water infrastructure without live traffic passing through the worksite; and
  • minimise interaction between public traffic and construction vehicles, supporting safer access for everyone.

The project is working closely with the Shire of Serpentine Jarrahdale and the Department of Fire and Emergency Services (DFES) to ensure emergency access routes are maintained during construction and are incorporated into the final road design.

Bushfire safety and emergency response are key considerations in the planning process.
