The Shire of Serpentine Jarrahdale Council has appointed Director of Corporate Services, Frazer Sullivan, as the Shire’s interim Chief Executive Officer.

The appointment comes after a Special Council Meeting on Monday 27 July.

Following the resignation last week of current CEO Paul Martin, Mr Sullivan will undertake interim CEO responsibilities from 15 August 2026.

Shire President Rob Coales thanked Mr Martin for his service to the Shire and welcomed Council’s appointment of Mr Sullivan as interim CEO.

“Mr Sullivan brings a breadth of valuable experience as interim CEO, with eight years as Director of Corporate Services at the Shire, and more than 20 years’ experience across local government,” President Coales said.

"Our Council and staff are dedicated, passionate and committed to serving the Serpentine Jarrahdale community every day.

“I am confident Mr Sullivan will continue to build upon the fantastic leadership provided by Mr Martin and ensure we continue delivering the services, infrastructure and projects our residents expect.”

Mr Sullivan thanked Mr Martin for his leadership and said he was honoured to step into the role.

"I'd like to thank Paul for his leadership over the past seven years and for the strong foundation he has helped build at the Shire. It is a privilege to take on the role of interim CEO and continue that work,” Mr Sullivan said.

"My focus will be on providing stability for our Council and staff, maintaining momentum on the significant projects already underway, and ensuring we continue delivering positive outcomes for our growing community.

"We have an exciting pipeline of strategic initiatives, including the re-opening of the Waste Transfer Station, completion of Keirnan Park Recreation Precinct Stage 1A, our extensive Roads Program, completion of the new Oakford Fire Station and the OneComm project which will better streamline ratepayers’ customer service experience as well as staff functions.

“My priority is to provide the leadership and support as we continue delivering these important projects for our community.

"We will also continue working closely with the Shire's Monitor and the State Government to implement the Governance Improvement Plan. Our organisation has made significant progress, and I'm committed to ensuring that positive work continues, said Mr Sullivan.

A further report will be presented to Council regarding the recruitment of a permanent Chief Executive Officer no later than 30 September 2026
