Development Application for Education Facility (Closed)


Operating within the buffer of the existing approved sand mine on the property,  the application proposes an educational establishment to provide sand earthmoving and surface mining equipment operator training at Lot 371 (514) Hopeland Road, Hopeland . The classes will focus on both the operational aspects of operating a bulk earthworks construction or sand mining site, and the practical operation of earthmoving and associated mining plant.  The vehicles and machinery to be used for training include articulated dump trucks, sand water carts, vibrating roller, rigid dump truck loader, excavator, dozer and grader.

The application proposes the following :

  • Training for up to 10 students per day per week for a duration of 6 to 8 hours per day;
  • Construction of a new access driveway from Punrak Road, including a crossing over the existing drainage channel;
  • Construction of three prefabricated site buildings to be used as a training room, office and self-contained toilet facility;
  • Excavation of a pit to model loading activities;
  • Construction of a heavy equipment haul roads to model construction or mine-site haul road driving conditions;
  • Construction of a heavy equipment hardstand and “go bay” area; and
  • Carpark area to accommodate 15 light vehicles.
