LOCAL PLANNING POLICY 31 : BYFORD TOWN CENTRE DESIGN GUIDELINES
The Shire of Serpentine Jarrahdale has adopted draft Local Planning Policy 31 - Byford Town Centre Design Guidelines for advertising and is seeking comment on the Byford Town Centre Local Structure Plan. The draft policy and Structure Plan is out for public comment until the 18 December 2009. Following consideration of public submissions, a final Local Planning Policy 31 - Byford Town Centre Design Guidelines and Byford Town Centre Local Structure Plan will be prepared and considered by Council for final adoption. The draft policy and Structure Plan provide the framework for a mixed use town centre based on main street and traditional neighbourhood centre principles.

Submissions on the policy must be made in writing and lodged on or before Friday 18 December 2009 to the Serpentine Jarrahdale Shire at 6 Paterson St, Mundijong 6123. A submission form can be downloaded below.

Various Planning Proposals in the Byford AreaThe Shire is currently inviting public comment on the following planning proposals in the Byford Area. Public comment is invited until 18 December 2009. Your comments are encouraged and will in turn assist in shaping the future planning for the Byford Area.
Byford Main Precinct Local Structure Plan
A Local Structure Plan has been prepared to guide future development, including residential subdivision and the location of public open space, roads, shopping areas and school sites. The Local Structure Plan was recently considered by Council as satisfactory for advertising.

Proposed Closure of Portion of Doley Road
A portion of Doley Road is included within the Byford Main Precinct Local Structure Plan Area. The Local Structure Plan proposes the realignment of Doley Road in order to ensure the retention of existing trees within a future central median. In order to achieve this realignment, portion of the existing road reserve is proposed to be closed. A plan showing the proposed road closure is enclosed, along with an indicative cross-section.

Proposed Modification to the Byford (District) Structure Plan
The planning for Tonkin Highway includes an extension of the Highway in the future from Thomas Road through to Mundijong. Orton Road has previously been identified by Main Roads and the Shire as a possible interim linkage between Tonkin Highway and South Western Highway.
The Shire has recently considered the planning for Orton Road and has decided that it does not support the use of Orton Road as an interim linkage. The Shire's preference would be for the extension of Tonkin Highway to be progressed further south to Mundijong. The ultimate responsibility for the planning of Tonkin Highway remains with the State Government.
The Byford (District) Structure Plan currently has a notation and hatching associated with the planning for Orton Road. A modification is proposed to the Byford (District) Structure Plan to remove the notation and hatching, premised on Orton Road not forming an interim linkage between Tonkin Highway and South Western Highway.

Proposed Town Planning Scheme Amendment - Byford Drainage Requirements
The Byford (District) Structure Plan was adopted by Council in 2005 to provide a broad framework for more detailed planning and future subdivision and development. The Byford (District) Structure Plan was supported by the Byford Urban Stormwater Management Strategy, to provide guidance on drainage and water conservation management.
In 2008, the Department of Water released the Byford Townsite Drainage and Water Management Plan to provide updated guidance for drainage and water conservation management. It is intended that all subdivision and development within the Byford Area will comply with this. An amendment is proposed to the Shire's Town Planning Scheme to delete reference to the Byford Urban Stormwater Management Strategy and insert reference to the Byford Townsite Drainage and Water Management Plan.

Information Sessions
The Shire is holding two public information sessions from 3pm to 7pm on the 18 November and 8 December 2009 at the Serpentine Jarrahdale Recreational Centre located in Mead Street, Byford. The information sessions will provide the opportunity for the community to come along and view project displays and discuss the various proposals with officers and consultants.
